how can I download a tile layer?

Please, I want to use a part of tile layer (world transportation) from living in my PHD, I can open it in ArcMap but I cannot clip the data or change the sympology , is there a way to do that or to download it as a shapfile or any other format ?

If I have a look at the metadata of the tile layer: https://www.arcgis.com/home/item.html?id=94f838a535334cf1aa061846514b77c7 I see this:

Export: This layer is not intended to be used to export tiles for offline. If you would like to export imagery for offline use in ArcGIS applications, you may use the World Transportation (for Export) layer, which is intended for this purpose.

This reference layer provides a transportation and street name labels reference overlay that is particularly useful on top of imagery. This layer is designed to support export of basemap tiles for offline use. ArcGIS Online Subscription required

If you would really have access to the vector data you would probably need: StreetMap Premium for ArcGIS | Street Dataset | Geocoding Addresses
