ISSUE:
From your help pages with frames, say the JS API Help page (http://help.arcgis.com/en/webapi/javascript/arcgis/help/jshelp_start.htm), after you click on some topics, and then click the ArcGIS Resource Center home link in the top frame, the framesets remain and only the content of the top frame is changed to ARC home.
