I noticed that when I edit a feature, the feature isn't highlighted when selected (see first screenshot). The features only highlight outside of edit mode (second screenshot). This map will be used by non-GIS users, so I want to enable some kind of highlight to make it easier for them. Is there a setting that I need to turn on? I can't find much information about this issue.

It looks like you're using Map Viewer Classic. The cyan highlight does not appear when editing selected features in classic. But you should see something like this:
In Map Viewer, you do see the cyan highlight when editing a feature. To see this:
Its a good practice to migrate your projects over to Map Viewer since Map Viewer Classic will be retired in the future.
Most of my non-GIS users are more familiar with Classic, but I'll have them switch over if Map Viewer is the only one with features highlighted.
Hi, I ended up using a view only MIL layer but I had the same setting for Editing and allowed Update Attributes only. It seems like highlighted features in Edit mode is only available for the new Map Viewer? I'm not entirely sure.
