I have 6 feature layers. Each one is a different state (i.e. Arkansas and etc.), in ArcGIS online (without using ArcMAP) is there a way of grouping these layers together so they become one feature layer?

One tool you could potentially use us the Merge Layers tool within ArcGIS Online. Although per the documentation it looks like this will work with two layers at a time so you may need to run the tool several times to get all six states.
