Distributed collaboration between ArcGIS Online and ArcGIS Enterprise - does data feed into the online server (GDPR concerns)?

Hi!

I set up a distributed collaboration by reference between ArcGIS Enterprise 11.1 and ArcGIS Online. I share feature layers (referenced feature services) and a web map through the collaboration. I use the shared web map in ArcGIS Online and I created an Experience builder application based on that web map. I did this to utilise ArcGIS Online Experience builder functionality.

The data I am sharing is data that GDPR rules apply, and they should not be hosted on cloud servers outside the EU. Our ArcGIS Online subscription utilises US cloud servers (data hosting – United States). Is the above description with reference collaboration a recommended workflow for those prerequisites? Do collaboration (through reference) feed the data to ArcGIS Online servers that can be of concern for GDPR complience?
