Disable pop-ups at defined extent/visible range

Hello,

I’m curious if there is a way to disable pop-ups to a certain extent. Our web map is used by the office to quickly get documents and is also public facing. The way the layers draw list is set up is visually ideal and changing the order causes lots of overlapping and it becomes visually messy. But the draw back of that is when attempting to select a feature to get a pop-up, the feature above it in the drawing list is still selected. I could also have it so one of the layers is off and is toggled on by the user when they want to use it or access the data. But most of the time these layers are used in conjunction when they are researching, a lot of the time it is helpful for them to be able to see the township along with the parcels.

So ultimately, I was wondering if the pop-ups had extent setting like a layer’s visible range, that way both layers could be on and the user doesn’t have to remember to turn on a layer to see something or turn it off to get the other layers pop up. That would also help users who don’t use this application as often are able to jump in and get the info they need.

Other than the other solutions from above of changing the draw order or just having a layer off. I saw in another post I believe about duplicating the layer, grouping them, and then setting the extent of each separately, configuring pop-ups to the layers opposite each other, that way the transition between selectable and un-selectable is seamless. Then the information they need is constantly visible and they won’t clash with each other. Would this be the best option? I just wasn’t sure if there was a setting or a different way to go about it.

Can you duplicate the layers, have the layer with the extent you want with popups enabled, and layer 2 with the popups disabled and set that to the extent where the popups shouldn't show.
