I'm attempting to add labels to point clusters in Map Viewer CLASSIC because this map is being referenced in an ArcGIS Web AppBuilder so the display and style is dependent on the settings in Map Viewer CLASSIC. Does anyone know how to add a cluster label or edit the symbology when clustered in Map Viewer CLASSIC? Thank you for any help.

I think the best you can do is to pick an attribute to control the color of the point, i don't know there is a way to change how it clusters things but at least it will show you the attribute by color that is predominate in any given cluster. There may be some things you can do with the pop up configuration link seen in your screen shot but labels seem to only apply to single points.
I guess, I would encourage you to look at migrating your webapp builder app to Experience Builder as the classic map viewer is deprecated - sounds like map viewer classic won't be available after 2025 Q4, so time is really of the essence here. Its unclear to me what happens to WAB apps once the viewer they are dependent on goes away.

This is not possible with the 3.x based apps like Map Viewer Classic and WAB and would require moving over to configuring this in Map Viewer - Experience Builder or Instant App which are all using the 4.x JavaScript Maps SDK.
