Custom widgets can be added on premise Portals but you can not add them through a web map.
Hello Robert,
My Team published a Web Map as a PUBLIC with App ID on premise as well as
ArcGIS Online that contains layers on the web map.
I want to know whether they can share the custom-made widgets on the web
map containing App Id.
I am able to get our web map containing layers using App Id from the ArcGIS
online and On-premise Portal. I want to know whether I can get the
custom-made widgets also using App Id if our Team is able to publish
custom-made widgets and layers when they publish the web map as a PUBLIC.
Please answer my question.

Your additional detail does not change the answer. As straight forward as I can answer... Yes a custom widget can be added to an on premise Portal, using the instructions provided in the link I posted earlier.
Whether the webmap is public or not is irrelevant to the registering of a custom widget. If the WAB app is hosted on AGOL then the answer is NO a custom widget can not be published to that AGOL WAB app.

No registering a custom widget has Nothing to do with specific web map. A custom widget is registered with the whole on premise Portal installation.
