I'm trying to figure out what licensing my company needs to get what we want. We are looking into the possibility of creating forms with Survey123 for employees to use out in the field. Our purposes are entirely commercial. Is all we would need an ArcGIS Online level 2 user to develop and publish the the Survey123 app? Can any employee than use the app to fill out the form without having a user account, or would each use need a level 1 account? We currently only have desktop basic licenses.
