Can I create account for my client by using my organisation AGOL?

Hi folks,

Understanding ArcGIS Enterprise has the restriction from the contract that not allow us to create accounts for our clients, but can only create accounts for our sub-contractors/external consultants.

I am interested to know if organisation AGOL has the same restriction as ArcGIS Enterprise?
