I did some bulk geocoding at a clip of 10,000 a set until I got through all 430,000.
Since it was my first time I was conservative in the size of my sets.
Any idea on how many we can be done at a time reliably?
Also, my DataWarehouse guy was asking if there is a web service we can use so he can do it that way from the data warehouse, vs me uploading from my PC. Any insights?

I can give you a geoprocessing sample for ArcGIS Pro that batch geocodes against ArcGIS Online theoretically to any scale.
The web being what it is, it is always possible the wire breaks or a router goes down.
You can tell your data warehouse person about the web service the tool uses:
geocodeAddresses—ArcGIS REST API: World Geocoding Service | ArcGIS for Developers
