Bing zoom level problem

I have bing as my basemap in this map.

But when I zoom in it only goes a few clicks..

But If I then go and change the basemap and select bing maps the map will then again let me zoom in further..

Are you still having this problem? I am not seeing this issue and am able to zoom in and out to the full range.

I had the default basemap set in my Organizations Default Basemap as the usgs topomap. That said it would only let me zoom in as far as the usgs topo would go. Once I changed it in my org setting to have bing as the defauly basemap everything worked.
