Has anyone else been having issues with basemaps loading reliably in the past couple months?

Since sometime around the last ArcGIS Online update, in late February/early March, our users have been reporting basemaps failing to load on a regular basis. This is a systemic issue with failures seen in ArcGIS Online, multiple ArcGIS Enterprise Portals (11.3 and 11.5), ArcGIS Pro and in custom built applications.

When the basemaps fail to load, the errors indicate that the basemap JSON is unavailable. I have an active support ticket open on this Case #04148989, but it doesn't seem to be getting anywhere.

Either this is a problem specific to our environment, which doesn't seem likely to me as it is occuring on multiple platforms and the timing also seems suspicious, or there is probably a issue with the ESRI CDN, in which case, more users should also be having issues.

So is anyone else having these issues? I'm especially interested if you are located near Arlington, Texas.

@UlrikeWieneke2 Are you also having these issues? Could you provide some details about how your organization is set up and located?

The explanation I think best fits the issues we have experienced is that a specific server in the ESRI CDN is having intermittent failures or capacity constraints. This would explain the systemic and intermittent nature of the problem and the only affected customers would be the ones in geographic proximity to the bad server.
