ArcGIS public account is a free account designed for personal, non-commercial use. It allows you to create, store, and manage basic maps, scenes, layers, apps, and other geospatial content. However it does come with a list of limitations:
- Perform analysis in Map Viewer
- Publish hosted layers
- Access or subscribe to premium content
- Join, share with, and collaborate with groups owned by organizational accounts
- Create apps with ArcGIS Experience Builder or ArcGIS Dashboards
- Use ArcGIS Online add-on applications, app bundles, usertype extensions, or organizational extensions
- Use ArcGIS location services
- Use embed blocks in ArcGIS StoryMaps
