Is there a more cost-effective solution for ArcGIS Utility Network for a small Electric Utility i.e, hosted, etc. either available or in the works?

@JarrodNelson I think the Utility Network is an Enterprise only offering so no you won't be able to use it within AGOL. They used to have UNTrace widget in AGOL which they have removed further assuring that UN and it's capabilities will not be supported on AGOL. 

You can still operate a UN out of a mobile gdb.
Your editors can make edits to a central mobile gdb (one at a time, mutiple edit sessions will not be supported because there is no versioning)  and through an overnight process this gdb can be made available to users the next day. Possibly even a map package they could open up on their devices.

This isn't a great option as there will be admin overheads and you will need processes to catch the exceptions but if you could pull it off technically you don't need enterprise to use the UN. 

Everyone will need ArcGIS Pro. (cannot run webmaps/ExB) 
Administration Overhead (pointing to the latest gdb or sharing of map packages) 
You can still trace, query, and even use Network Diagrams.
