ArcGIs Online Licensing

Is there a possibility to use Base Map Services outside a ESRI product?
I know to use the Map services i need to pay for a license, but must i use the Web Map Servces from an ESRI product or can i use it in an other web application too?

ArcGIS Online standard map services are available at no cost for internal (personal or within an organization) and noncommercial, external use.

To use these map services for commercial purposes, you must purchase an annual subscription. Subscription fees differ for ArcGIS Desktop, ArcGIS Server, and ArcGIS Web Mapping API users.

Thank you Marc for the clarification.
What i want to know is, if it is possible to license the ArcOnline Services for our product which is not based on ArcGIS Server, ArcGIS Desktop or ArcGIS Web Mapping API?

In detail:
We have several customers which ask us if it is possible to add ArcGIS Online services to our software  (an extension for ArcGIS Desktop to convert ArcMap projects into an SVG webmapping application). Our software do not use ArcGIS Web Mapping API but our own API scripts. Is it possible for our customers to buy a license for ArcGIS Online services from ESRI, so they are allowed to use the services?

unfortunately there is only a phone number or addresses to local offices. Before i want to contact our local office i want to know if my licensing request is allowed at all. From your email I'm assuming you are in Germany... The best way to go is to talk to a distributor. They will get you the answer you need. Here's a contact list.
