I need help trying to create an online app with sewer easement information to publish online, can someone please point me in the right direction.

Hi, we have a lot of learn lessons and tutorials available for ArcGIS Online that will help you create and share your maps.  I suggest taking a look at our ArcGIS Online Resource web page, specifically "Create maps with compelling data visualizations".
