In ArcGIS Online, you can create a new Feature Layer via Content --> New item --> Feature layer. Currently that workflow produces a feature layer using Web Mercator as its spatial reference. When one needs a feature layer with a different spatial reference, it cannot create it this way.
Pease add an option to the New item workflow that would allow a user to specify other horizontal and vertical spatial references for their new feature layer.
