I think ESRI needs to look into offering Level 2 users on a seasonal basis (3-4 months) and pricing accordingly for organizations or agencies who do a lot of field work during the summer. I know many state agencies, who hire seasonal workers to assist with field work during the summer and having to pay $500 per Level 2 user for each intern/seasonal employee is cost prohibitive since they would only be used 3-4 months instead of the who year. I know this is being done with some of the server licenses. I would be very helpful for the many state agencies.
