Provide warning in Apps (i.e. WAB) when layer not drawn completely

In the web map when a layer does not draw completely, there is a warning provided.  i.e.

However, if the same map is viewed from a Web Appbuilder App (possibly other configurable app templates too), no warning is displayed.

Please enhance the apps such that warnings persist in the web map when viewed from app.
