Preserve ‘Remove Duplicate Labels’ settings when publishing a web map from ArcGIS Pro to ArcGIS Online

I work for local government, and I am wanting to create a map displaying a layer created from parcel data. Each parcel is categorized of a specific type of land use. I want labels displayed on the map of these land use categories. In ArcPro the label settings I have set are to remove duplicate labels within a fixed distance of 150 points with a 15% buffer. When this map is opened in ArcGIS Online those set parameters of removing duplicates in any fixed distance are not displayed. It's only showing duplicate labels. It would be nice if ArcGIS Online would maintain the label settings from ArcPro to ArcGIS Online. Or it would be helpful to have more label configuration settings in ArcGIS Online. 

I have also tried other label settings such as removing all duplicate labels and when the online map is published the labels only remain in that area the extent is at. If I zoom into another part of land with the same land use the label does not populate. I have also tried switching the "Enable deconfliction" switch is the online label settings and that shows every single attribute from that field and makes the map unreadable. It only removes overlapping labels and not duplicates.

I am currently displaying the map without labels and having the legend open in our ArcGIS Web Experience. I would prefer the labels to be on over the legend because when a user is interacting with the map the legend goes away until it is opened again. Our goal is to make as user friendly apps as possible and without better label setting for ArcGIS Online that cannot be achieved

I could not post photos in my post. The first 2 photos are what it looks like in arc Pro with a zoomed out and zoomed in extnet. Photos 3 and 4 are what it looks like when I open the same map in ArcGIS Online. As if almost none of the label configuration settings were transfered.
