More placement options for polygon labels

I would like to see label options other than centered or offset in Map Viewer for polygon layers. Like maybe edge?

I have two layers that are "almost" identical. Zoning parcels and tax parcels. I can't see both labels at the same time, only the one that is on top. If I use offset, for one of them, it sometimes puts the label outside of the polygon, which is problematic for many reasons. I would like to put one or the other along the boundary of the parcel so they don't overlap.

I would also like to be able to re-create our property division maps, which has labeling in specific locations for different layers depending on whether the feature is an outlot, subdivision or CSM.
