Map Viewer background color is visible thru certain basemaps

I noticed that when I have a background color in Map Viewer the color will be visible thru certain basemaps.  Specifically, the Environment Map basemap and the USGS National Map basemap.  It makes it challenging to use the map when the colors show through.  Hoping this could be looked in to.  Thank you for looking.

Thanks for reporting the behavior. 

For the Environment map basemap, a workaround could be updating the Transparency of the World Hillshade basemap layer to 0%.
