As per @TonghuiMing 's request, I have created another idea post.

This is copied from Make the default Hyperlink the standard blue color - Esri Community

And while the effect only happens once you are in the Experience Builder, hence my initial "idea" being posted there, I'm told I should post it here as its controlled in the Web Map?

Scope

Popups are designed in webmaps. This issue is for those text elements that are set with default styles/colours.

Issue

The text in these popups are brought through to experience builder. However, in the case of a hyperlink the text is shown in grey not blue if there is no specific style set for that link.

This does not comply with wcag.

There is a 'solved' Query here Solved: Links in Experience Builder popups fail WCAG stand... - Esri Community but I move to consider this as a work around not a solution.

The default blue hyperlink of a standard <a> hyperlink should be at least, by default, set at the application level  (experience builder) to show hyperlinks as the blue underline, like this very post does.

If one wishes to make the hyperlink pink (as an example) sure, there is bounds to do so at the webmap, however for those out-of-the-box hyperlinks that in any other situation would be blue, Experience Builder should follow this universal standard.

Request

I propose to reopen the case for Experience Builder to show hyperlinks as a standard blue underline.

Please get in contact if I can provide any more feedback

Totally agree. I've always wondered why the hyperlinks don't display in the expected blue underline style.

Completely agree with this idea.  It's madness that hyperlinks in ExB don't display in the default blue colour from Map Viewer.  Failing WCAG is not an option for us so this really does need addressing properly rather than providing a workaround.
