Let Administrators control who can disable or edit filters within maps

I am making a map designed to be used by contractors for navigation purposes within company land, and to let them see specific areas where they are being contracted to work. I want to use filters to let the contractors see only the areas which are relevant to them, without giving them access to the entire layer. I cannot do this because there are no permissions that allow the contractors to see the map, but not disable the filters on the map. I could achieve this goal by creating a new layer with only the needed features, but I want users in our company to be able to quickly and easily assign new tasks to the contractors by changing the filters to show new areas.  If I had the ability to lock filters at the map level, or the ability to lock filter editing by AGOL role or license type, or the ability to set group permissions to prevent changes including filter changes to maps shared with that group by members who aren't the group owner, this would solve this problem.
