As noted in the Handle large geometry with Optimize Layer Drawing blog, layers with features containing over 400,000 vertices will have optimization enabled during publishing, appending, overwriting, and when analysis tools are being used.
Updating the threshold count and display level limit to 2,000,000 vertices would prevent our complex land management layers from having optimization turned on, without the item owner being alerted.
