I see ongoing discussions of attribute rules "eventually" coming to ArcGIS Online. We have an "Almost good" solution and that is Forms, Forms is webmap/field maps specific. If forms could be set up in the "Data" Tab where you add/remove fields and create "Lists (Domains)". You can set up "rules" specific to fields so when a feature is created/edited the Form automatically applies. This allows the form to be associated with the layer, not the map, enabling us to edit the layer anywhere (hypothetically speaking).
