Embedded content in ArcGIS Hub site is sometimes inaccessible or showing different user logged in. For example I can be signed out of all ArcGIS Online organizations, sign into a Hub site and then embedded Suervy123 forms will automatically sign me in under a different credential cached on the browser. If that credential is adminstrator on the Hub, there is no loss in functionality. If that credential is from another organization and in a group where the content is shared as part of a partnered collaboration, it will sometimes work. If the user is not in that group then it will let user see Hub site as if signed in but not let user make edits in embedded content (i.e. Survey123 forms).
This functionality is unhelpful for partnered collaborations where users need to be logged into one organization and Hub site is in another org. It is also cumbersome for ArcGIS Online administrators who oversee multiple organization and have multiple ArcGIS Online accounts.
I logged a support ticket for this issue and it ended up being intentional.
Users must clear browser data or use an incognito window.
Having to rely on clearing cookies and cache in between tasks or using incognito browsers is less than ideal. It is also hard to explain to a non-technical user who is trying to access embedded hub content in a partnered organization how to work around this functionality.

'No how do I do that?'
[Insert instructions here]
Okay it worked.
