Only people with Admin Role can create track views. Only the user who created the track view (an Admin) has the ability to change which users are "mobile users" and "track viewers." It is not possible for the Admin who created the track viewer to delegate this ability to other users.
Please consider making it possible that users with different roles (other than Admin) have the ability to change the settings within a given track view.
I suggest that the owner of the group that contains the trackview should be able to change the trackview's settings.
