Dynamic Animation for Point symbology

I would love to be able to include something more eye catching on a webmap / webapp.  The pulsing point really draws the eye into a location, no mater the zoom level.  Can Esri include something like this in the future?  Link to best see the animation https://www.currentla.org/public-programs/la-commons/
