Configure ArcGIS World Geocoding Service in Organization settings

Allow the option to configure the ArcGIS World Geocoding Service in Organization > Settings > Utility Services > Geocoding.

As a minimum, It would be really useful to be able to set the country code at this level rather than having to rely on users remembering to add it to every app they create.
