Cluster Popup - Open with Browse Features Instead of Summary

Idea: In cluster popups, provide an option to make the 'Browse Features' popup open first, not the Summary popup.

This avoids a two click process to view the underlying data. In mobile apps, the text 'Browse Features' is not shown, only a table icon is shown. Many users are unaware what the table icon does and have trouble viewing the underlying data - it would be much more intuitive to open the popup straight to what is shown in the Browse Features section.

As a work-around, I include a text element in the summary popup with instructions on how to view the underlying features (see screenshot below). I wish I didn't need to add this step, and instead have the popup open straight to the Browse Features.
