Being able to create your own Geo Locator in AGOL has increased with new capabilities like ArcGIS Indoors.
100 % need this for third party access to our currently internal only Geocoding service.
This has been needed for a long time. Many organizations must maintain control over both their reference data and custom locator properties. Why not allow .loz/.loc files to be shared as "hosted locators" in AGOL?
