ESRI announced a couple of days ago:

"As of the end of January, ArcGIS Online basemaps published and hosted by Esri are now freely available to all users regardless of commercial, noncommercial, internal, or external use. This means that you no longer have to pay a subscription fee for including ArcGIS Online basemaps in your commercial-use web applications."

This is great! I've one suggestion:

When I use ArcMap and clik "file - add data from ArcGIS resource center" I have no easy way to tell which data is free of use-constraints. Would be great to be able to see right away which data can be used with no worries. This is especially important when one has a big GIS organization to steer.

And also, I think it still says at eg. Streets (http://www.arcgis.com/home/item.html?id=9bfffc321c384852923bb15d97acbe84) : "To use this map in a commercial (revenue-generating) application, you must purchase an annual subscription ..."
