Allow the zoom action for the Dashboard URL parameter to be available when the base layer isn’t spatial

We’re trying to use a Dashboard URL parameter (Feature parameter) to filter and zoom dashboards by protected area ID. Whereas I currently have the dashboard set up correctly, the spatial layer used as the base layer to drive the URL parameter has regular changes on AGOL, which has caused all Dashboard elements to break several times (whether this happens or not depends on the type of update that occurs). I’d like the base layer used to set the URL parameter to be based on the ID field in one of the tables on the dashboard to make the structure more stable, since disruptive changes to the spatial layer would then only break the zoom functionality (rather than filtering across all dashboard elements). However, when setting the base layer in the URL parameter to be one of the tables, whereas the Filter action is still available for all elements/datasets, the Zoom action is not available to set for a spatial layer (even though it contains the same ID as a table).
