Location Tracking breaks in various ways when the administrative user account that enabled Location Tracking for their ArcGIS Online organization has its role changed from Administrator to just Publisher.
I would not expect changes to an individual user account to break organization-level things, like Location Tracking, when you have multiple users sharing the responsibility of administering the system.
Please change Location Tracking so that the all users with the Administrator role (or perhaps the subset of users who have the appropriate privilege to enable/disable Location Tracking) can share all responsibilities for managing Location Tracking. And, so that users can be added/removed from that set of users, without impacting the functionality, nor their remaining colleagues ability to continue administering the functionality.
