Allow copying a layer in the new map viewer.

It would be really helpful if we could symbolize a layer and then copy that layer in the new map viewer.  I use it all the time in the old one for when I don't want to "mess up" something, but I still want to tinker around - or when I want to stack symbologies - or for changes at different scales.  How it is right now - I have to make the symbology, filters, pop-ups, etc. all over again each time.
