We are a small team managing an arcgis online organisation. We create a lot of authoritative datasets for the organisation. I would like our internal users to be able to create their own maps and apps with this data. It seems we cannot do this without allowing the users to aslo upload their own data. We dont want to have to spend our time monitoring users uploads to the organisation though. Ideally we would be able to allow users to create maps and apps with the already hosted feature layers (and any other public layers) but not have the ability to upload their own data to the organisation.
