Frequently I'll have a user that's created a piece of content, whether that's a dataset/map/app it doesn't matter, that I want to then either publish to a specific group in the organisation or include as Open Data content (itself managed at group levels).
Unfortunately I can only share the item with the owner's own groups rather than my own as admin for the organisation. To share the item I don't want to add the user to the group, neither do I want to then take ownership of the item just so I can ensure it's got the right perms.
So, the idea, allow admin accounts the ability to share any item of content with their default group and platform permissions, ignoring the item owner's own restrictions.
