Add an option to disable updates to a layer's configuration (symbology, forms, pop-ups, etc), even if the layer is added to a new web map. Similar to editing controls, but for each of the settings of the layer. Make this configurable at the View level.
Example use case: Form logic for a specific view of a feature service is complex, geared to a specific user group, and ensures data quality. Locking the form configuration allows users to quickly build their own field maps that include additional layers, while ensuring that the approved form is used for data entry.
