The search functionality for GIS content (maps, apps, data) in ArcGIS Online and Portal for ArcGIS should be accent insensitive (if searching for "zlutoucky" the search should return the same results as searching for "žluťoučký", and vice versa).
As a workaround, we have to specify metadata (tags) for content with and without the accent which is inefficient.
