Symbolizing a feature service by two fields causes the pop up to not work?

Looking for guidance on handling a Feature service symbolized by two fields. When published and part of a web map, the pop-up fails on some features. The Feature is a Water Main with the fields "Service Type" and "Status" 

The Service Type groups the majority of the lines for Potable Water or Active Status. Reclaimed,  Fire, and Abandoned all have two items grouped for a Singular service Type.

The main Potable Water and the most checked by users is the only one that does not show a pop-up. The pop-up is kinda key as it links to As-builts. 

I recall having a problem with the jump from 10.9 to 11.5, with this being grouped in 10.5, and we had trouble with pop-ups and related data within the pop-up. 

We are now publishing on an 11.5 service with our original groupings (county water, county sewer, county stormwater, city water, city sewer, city storm) 106, with the group titles now occupying a number. 

I have tested by bringing in the water main by itself to see if the grouping affects it... It does not. I have tried to resymboize within the Web Map, and the same two fields are not an option, with status greyed out.

Preferably, I would like to get best practices published in ArcPro to hold the ideal symbology for that service; however, I am not sure why some symbologies behave differently from Pro to AGOL.
