I have been using the maximize capacitated coverage solution to location-allocation and now need to "double dip" the demand weight for the most realistic results. For the demand points, I use the a population number as the weight. However, i would like this further weighted by distance to water, say, if a point resides in a floodplain it is twice as likely to leave for the facility. However, I do not see how I can double dip weight in this fashion. Any suggestions?
Why not simply multiply the demand weight by 2 to double it's importance to the facility. You can come up with a weighting factor based on how close it is to the water, etc., and use that weight factor to multiply the existing demand weights.
