How do you create a drive time zone using ArcGIS

I've created drive time zones easily in relatively inexpensive versions of Microsoft Mapping programs and cannot figure out how to create one in an ArcGIS based program. I've looked through Arc Toolbox and wondering if I there is a particular extension that is also needed. My situation is for a garbage transportation company where a decision would be made around multiple disposal locations. Thank you.

That would be ... the not for free... Network Analyst Extension... here is some general info...if you need more, there is lots
