Is there a regional map which includes the District of Columbia, Maryland, and Virginia or do I need to create a custom navigation map to achieve this? Crossing these state lines is extremely common in our work it I'm struggling with cross-boundary navigation without using the 28GB United State map which just seems like overkill.

There is a "USA South Region" that is 12+ GB in size. Included several states you are not interested in, so still overkill.   Creating a custom Navigator map would allow you to get the most efficient size.

That is much larger of a state area than Navigator will compress into one mmpk.  I tried making regions for about 2/3 of the USA for Navigator at BNSF Railway.  Those will take hours to become mmpks in Pro, and still not fit on a iPhone 6S Plus.  The whole state may not fit.  I ended up clipping by smaller regions (railroad subdivisions, a few counties) for each map card.  This project was used to route insurance investigators to trackside derailments.

The phone or tablet SD card is not used to store map cards.  All of Navigator resides in phone memory.  Mark may know if the product has been improved.

Map cards refused to show up in that version, and just came up white with navigation and sound.  However, they did work late least year at EQT.  Routing derived from Network Analyst and StreetMap Premium was not perfect when field tested, to include school zones and other areas we hoped to keep fracking trucks away from.  But it was decent.  Network Analyst ran much faster in Pro.
