Show chart data when value is 0

I created a chart to show ArcSOC count for a map service.  When the count goes to 0, no data shows up on the chart.  Instead of showing nothing, I suggest that the chart should show a value of 0 (the actual number of arcsoc processes).  By showing nothing, there is no way to know if there is something wrong with Monitor Agent or the Monitor UI or the ArcSOC count.  When the Agent does go down, the graph also ends up showing nothing.  This makes some sense, because Monitor is not collecting data.  I'm attaching 2 pictures as an example.  On one chart for one service, the count never goes below 1, so you see data on the chart.  In the other chart, the arcsoc count goes to 0.  Instead of showing data at 0, no data is shown.  On the 2nd picture, you can see what happens when the arcsoc count goes above 0.  Data shows up for the new values, and a line is drawn from the older count to the newer count.  It would be helpful if the line went down to 0 during this interval.
