ArcGIS Monitor 2023 will only monitor the primary server, but v10.8 would monitor both the primary and standby servers. Technical support tells me that this is by design, but this is not a good change. If our standby server stops working, we have no communication to tell us that we will have an outage if the primary server also goes down. We might as well have a single server implementation. In the past, I have received alerts on the standby server, and I was able to restart the service to get a healthy site again and avoid a possible outage. Esri has created an enhancement request ENH-000160622, but it also helps to get feedback from the Ideas community.
