Support access to shared local data for Windows Store Apps using broadFileSystemAccess. Users that share tablets don't want to have to download and duplicate the large local gis data in their Windows local app space. Windows now supports this model using the broadFileSystemAccess capability however the ArcGIS runtime does not yet support this.
