In order to label transmission lines I've added an attribute to my schematic after I already created a diagram.

 

I've ran update diagram but the attribute isn't being added.  Is adding attributes only effective before a diagram is created?

It looks like the 2nd attribute you created, TransmissionLineName, has been not fully created: it is ok regarding to your dataset configuration but has not been physically created in your "transmissionline" schematic feature class. This often happens when the schematic dataset is locked or any schematic diagram in the schematic dataset is opened.

To get your new TransmissionLineName attribute fully created, you must manually create the field in the TransmissionLine schematic feature class using Catalog. The newly created attribute should be filled after a diagram update if the related field exists in the schematic feature class.

What are the properties you set for this new attribute?

The only difference I see between this field and OperatingVoltage is that I created the OperatingVoltage field before creating the diagram.  I even created another Schematic Dataset to test this and it was able to include the TransmissionLineName field, however this new schematic doesn't have the manual changes I made to my original.
