Can the new vector tile layer/basemap "Streets (night)" be used as a layer in either ArcGIS Desktop or ArcPro?

I would love to use this layer in either ArcGIS Desktop (10.3.1) or ArcPro (1.1), but am having trouble adding it.

Any suggestions or tip on how to use the Streets (night) vector tile layer outside of AGOL?
